Only 12 regions fulfilled May decrees on salaries of state employees in 2022

According to the results of 2022, the salaries of state employees from the May presidential decrees reached the target values for all categories of workers – teachers, doctors, employees of the social sphere and cultural institutions – only in 12 regions, Vedomosti calculated based on Rosstat data. These are the Bryansk, Ryazan, Tambov, Leningrad, Volgograd, Rostov, Tyumen and Chelyabinsk regions, the Altai Territory, the Khanty-Mansiysk Autonomous Okrug, as well as the Chechen and Chuvash Republics. If the region classified the data for one of the indicators, but met them for all the rest, the KPI was conditionally considered fulfilled (Chechnya and Khanty-Mansi Autonomous Okrug did not disclose information on the salaries of boarding schools workers). All other regions did not meet the targets for at least one category.
The so-called May Decrees (signed by President Vladimir Putin in May 2012) set salary targets for 12 separate categories of state employees. According to them, the remuneration of teachers in educational institutions of various levels, employees of cultural institutions, social workers, as well as junior and secondary medical staff should reach the level of the average salary in the region. 2 times higher than this bar, it is necessary to pay for the work of doctors, university professors and scientific personnel. For teachers in preschool institutions, it is necessary to equalize the salary with the average salary in the field of general education in the region. The salary target is a rolling indicator that must be maintained at a given level every year. In other words, after reaching the bar, the region needs to increase the wages of state employees at least at the same pace as the average income of its residents is growing.
