On June 21, a plenary meeting of the Federation Council was held, at which the return of relocants was discussed

The Federation Council on Wednesday joined the Duma’s initiative on a parliamentary investigation of the “crimes of the Kiev regime” against children, called on foreign colleagues to form a fair multipolar world order and approved several laws related to the conduct of a special military operation (SVO). In conclusion, the senators listened to the report of the commission for the protection of state sovereignty, from which they learned how the “Russophobic blitzkrieg” failed at the beginning of last year and what should be remembered about the “so-called relocants” returning to Russia.

The plenary session of the Federation Council (SF) on June 21 began with personnel issues. At first, the senators unanimously supported the inclusion of the ex-governor of the Krasnoyarsk Territory Alexander Uss into the procedural committee, which on June 8 was delegated to the upper house by the legislature of the region. And then they appointed the head of its secretariat, Vladimir Sivitsky, to the post of judge of the Constitutional Court – also almost unanimously (two of the 163 present abstained).

Having dealt with the internal agenda, the senators moved on to the external one.

Chairman of the Federation Council Committee on Social Policy Inna Svyatenko presented an initiative to initiate a parliamentary investigation into “criminal acts against minors by the Kyiv regime”, which was put forward by the State Duma the day before.

According to the speaker, “it makes no sense to remind that since 2014, Ukrainian neo-Nazis have been shelling peaceful objects of the Donetsk and Lugansk People’s Republics with special cynicism and cruelty – maternity hospitals, schools, theaters, squares and playgrounds.” As a result, Ms. Svyatenko recalled, during the nine years of hostilities in the Donbass, 220 children were killed and “practically the entire young generation received psychological trauma.” The senators unanimously approved the creation of a joint parliamentary commission of inquiry.

After that, the head of the international committee, Grigory Karasin, presented to his colleagues the statement of the Federation Council on the occasion of the International Day of Parliamentarism celebrated on June 30. In it, the upper chamber calls on colleagues from foreign countries to “jointly contribute to the restoration of a constructive dialogue in order to reduce tensions in relations between states and form a just multipolar world order based on the universally recognized principles and norms of international law.” This document was also supported unanimously.

The agenda of the meeting also included several initiatives related to the holding of the JEE. In particular, the senators considered two laws adopted the day before by the State Duma – on the possibility of concluding contracts for military service with convicted and partially fit citizens, as well as on the release of contractors from criminal liability for crimes of minor or medium gravity committed by them before the start of service. These initiatives did not cause any discussions, and both documents were supported unanimously.

Finally, at the end of the plenary session, Andrey Klimov, head of the Federation Council commission for protecting state sovereignty and preventing interference in the internal affairs of the Russian Federation, presented a special report on the specifics of Russia’s struggle for its sovereignty in 2022-2023. He stated that the NVO was a response to “the anti-Russian policy pursued by Washington” and went “far beyond the Ukrainian theater of operations”: “Russia’s enemies in early 2022, with the help of the Armed Forces of Ukraine, in fact, wanted to repeat what Hitler did on June 22, 1941 years, but their modern version of the Barbarossa plan was thwarted. Under the current conditions, the NWO has become not only necessary, but also the only possible reaction of Russia.

According to Mr. Klimov, neither the “Russophobic blitzkrieg” nor the international isolation of Russia succeeded in the “notorious collective West”.

“Instead of the split in Russian society expected by Washington and its accomplices, it has unambiguously united. So, according to the data submitted to the commission, a year after the start of the SVO, 9 out of 10 citizens considered themselves patriots. This is the highest level for the entire observed period,” the senator shared.

In conclusion, he added that citizens who left Russia last year for various reasons have already begun to “come home en masse.” “However, there is an important circumstance here: our opponents did not miss the opportunity to expand the ranks of their henchmen and agents through recruitment activities among the so-called relocators,” the parliamentarian continued. “The CIA, for example, created a special channel in Telegram for recruiting Russians. And the head of the Ukrainian GUR, an Anglo-Saxon mercenary Budanov, boasted back in May that his department was working with the so-called Russian opposition.” “In this regard, no one has canceled the operation of the legislation on the control of persons under foreign influence, let alone such articles of the Criminal Code as treason,” Andrey Klimov summed up menacingly.
