Andrei Kartapolov, head of the State Duma Committee on Defense, said that on April 11, parliamentarians would consider amendments to the unified register of those liable for military service. According to him, the base of military registration will help to avoid many mistakes in the call for service, made during the partial mobilization. Traditional subpoenas on receipt will remain, but now they will be duplicated in electronic form.
“People do not always live at the place of their registration, sometimes, for objective reasons, notifications simply do not reach them. Of course, such citizens cannot be recorded as deviationists, and even more so they cannot be held accountable. Therefore, it is proposed to duplicate the sending of traditional subpoenas in electronic form, citizens should be able to remotely familiarize themselves with the notice of the military registration and enlistment office, ”Andrey Kartapolov said, adding that electronic and paper subpoenas will have equal legal force. Electronic notifications will be received through the State Services portal.
The head of the Duma Committee recalled that, as part of the partial mobilization, summons were received not subject to conscription, which “revealed acute problems in the field of military registration.” The new database will contain information about the composition of the citizen’s family, his health, availability of reservations, deferrals, as well as the place of real residence.
Thus, Andrei Kartapolov said, the military registration system will become more transparent, and its results will be suitable for immediate use for military service. The creation of a single database will minimize the number of calls to the military registration and enlistment office regarding the clarification of military registration data, the parliamentarian specified.
Mr. Kartapolov added that the new legislative measures will create conditions for protecting the rights of citizens in the course of interaction with the “state machine”. Thus, the law establishes the possibility of a pre-trial procedure for appealing against the actions of military commissariats. At the same time, provisional measures will be introduced for draft evaders, including a ban on leaving and concluding transactions.
