Officials returned the selected children to the mother of many children, but they did not give legal housing

Recall that in the Kursk region, 39-year-old single mother Olesya Timokhovtseva huddled for many years with 11 children in a hut with an area of ​​30 square meters. Since 2017, the family has been first in line for resettlement in their village of Ivanino, but has not yet received new housing. According to Russian laws, they are entitled to a living space of at least 190 sq. m. And in the village, they say, no one is being built. Olesya’s common-law spouse died in 2020 from the effects of the coronavirus, although all children bear his middle name, the woman was not registered with him. So now the little Timokhovtsevs do not even receive a survivor’s pension – officials say that an exhumation is needed to prove kinship, although the couple lived together for many years and there are dozens of witnesses to this.

However, the family is not starving. Although this Olesya was clearly blamed. According to official figures, they receive 115,000 rubles in cash benefits. In general, all the main problems began when, after the death of her husband, Olesya went to ask: how was her turn for housing? Immediately, the alarmed district administration tried through the court to restrict the woman’s parental rights, allegedly because of poor living conditions, the older children were sent to a summer camp in advance, and from there to social shelters. The younger ones were taken directly from the house … The one in which the Timokhovtsevs lived, it belongs to the administration of the village, is in a deplorable state, but the woman has nothing to do with it, since it was the local authorities who were supposed to be responsible for its condition and carry out repairs.

So that Olesya certainly “does not get out”, in order to return the children home, she was obliged to … code. Although she was never registered as addicted to alcohol. But, they said that it is necessary, so it is necessary. And right there, statements were filed into the right daddy: they say, the children are neglected, the mother drinks, in short, there is every reason to separate the family forever. One of the negative characteristics was even signed by a police dog handler. Confused, probably, children with puppies.

The scheme is clear. Children in new guardian families or even in boarding schools. And what is a mother? These are her problems. Unfavorable outcasts are certainly not entitled to new housing. And all ends in the water. Olesya is a simple woman, she doesn’t know the laws where she can fight with our officials who have become adept at such situations …

So instead of improving living conditions, the woman received a lawsuit. The district commission on juvenile affairs demanded that Timokhovtseva be limited in parental rights and collect alimony from her in favor of the children.

In the statement of claim, representatives of the KDN stated that the mother of many children “evades the proper performance of parental duties.” The main complaint was the dirt in the house. In addition, KDN employees did not like the fact that strangers were in the apartment during family visits. At the same time, the members of the commission each time recognized that nothing threatened the health and life of children. And that Olesya, in principle, is a good mother.

“The apartment has unsanitary conditions: dirty bedding, dirty floors and dishes, musty smell. The kids look unkempt.”

According to the materials of the court, during the year the KDN brought Timokhovtseva to administrative responsibility seven times for the mess in the apartment, dirty clothes and bed linen, and twice for drinking alcohol in the presence of children.

It would seem that there is no way out. However, human rights activists, volunteers, and lawyers did not let the family, which literally fell under the juvenile ice rink, die. Olesya won a lawsuit for the rights of her own children in December 2022.

Of course, the fact that after all 11 native children played a role here is a unique situation even for Russia. We do not even have a thousand families where more than ten heirs are brought up. Moreover, it is not clear why, instead of helping this woman, she was literally persecuted and pressed by everyone who wanted to. The judge’s heart trembled. She could not deprive Olesya of children. Yes, and there was no reason.

Can this be considered a happy ending and the victory of good over evil? After all, Timokhovtsev still has nowhere to live. And the children were given to her only in February and on the condition that she signs an agreement with a local entrepreneur that she rents a summer house at a camp site from him. For three months, she must pay 117 thousand rubles for accommodation according to the documents. And although it seems that she was promised that this is so, for the sake of formality, no one will take any money from her, it is not known how it will turn out later …

Meanwhile, apparently, local officials realized that they got excited. And they decided to state their version of events in a letter to MK. But it seems that the officials are not aware that the court sided with the mother of many children. And over and over again they repeat what has already been refuted in the meeting room.

It would seem, how should the authorities react when they read that a woman who, according to the court, sought to limit her parental rights and take away her children, is actually a good mother? Be happy for her at least. But here is their answer to us: “The situation with a large family from the Kursk region, which has problems with housing, is under control at the Ministry of Social Welfare, Motherhood and Childhood. With a mother of many children, meetings were held more than once. The Commissioner for Children’s Rights in the Kursk Region, Natalya Listopadova, went to the family, studied all the documents and materials on the family. The family was also visited by the head of the department for ensuring the activities of guardianship and guardianship of the regional Ministry of Social Security Natalia Fadeeva and the chairman of the Association of Large, Foster and Foster Families Tatyana Bannikova, as well as other representatives of municipal and regional structures, the public.

… the family is registered as being in a socially dangerous situation. This happened because the mother does not properly fulfill parental duties and abuses alcohol, for which administrative protocols were drawn up more than once.

Unfortunately, the family lived in sanitary and hygienic conditions that were not suitable for children. The living quarters were not cleaned, bedding, children’s clothes were in poor condition. There was practically no food, hot food for the guys was not prepared.

Due to the difficult life situation, at the request of a single mother, minor children were sent for rehabilitation to institutions of social services for families and children. There, social educators and psychologists worked with them to develop learning skills and correct their psycho-emotional state, as well as socialization.

Today the children are with their mother. The family lives in temporary, well-maintained housing, the rent for which is paid from extrabudgetary sources.

Currently, unfortunately, cases of unsanitary housing conditions continue to be recorded, which the police officers pointed out to the woman. The younger children are not looked after by the mother, but by the older children.”

In general, as we understood from all of the above, the Timokhovtsevs still do not have their own housing. And that’s bad. But, as we were promised, to date, the district administration has prepared project documentation and an estimate for the repair and reconstruction of a residential building for its subsequent provision to a large family, and measures have been taken to attract charitable and sponsorship funds for repairs. The point is small – to do it all.
