Novosibirsk deputies introduced a bill on the abolition of direct elections of the mayor

Entered the Novosibirsk Legislative Assembly bill on the abolition of direct elections of mayors of the regional center and the science city of Koltsovo. Its authors were ten deputies representing various factions of the regional parliament.
Half of those who signed the bill are United Russia. Among them is Andrey Panferov, First Vice Speaker of the Legislative Assembly, recently departed to the NVO zone together with the Novosibirsk battalion “Vega”. In addition, among the initiators of the bill are representatives of the Liberal Democratic Party, the Russian Party of Pensioners for Social Justice, as well as independent deputies. In their opinion, the elections should be replaced by competition.
The explanatory note to the bill states that the decrease in the turnout of voters in the elections of the heads of Novosibirsk and Koltsovo in recent years indicates “the insufficient effectiveness of the model for forming the head of the municipality established for these urban districts.”
At present, Novosibirsk and Koltsovo (with a population of more than 20,000 people) with a population of more than 20,000 people remain two municipalities in the region where direct mayoral elections have been preserved. Novosibirsk is headed by communist Anatoly Lokot, who won elections in 2014 and 2019, while Koltsovo is led by United Russia Nikolai Krasnikov, who has been in charge of the municipality since the early 1990s.
It is expected that the relevant committee of the legislature on state policy, legislation and local self-government will consider the bill at a meeting on February 14.
Recall that in addition to Novosibirsk, Russia still has five administrative centers where the mayor is elected in direct elections: Khabarovsk, Abakan, Ulan-Ude, Yakutsk and Anadyr.
