The Legislative Assembly of the Nizhny Novgorod Region today, November 30, unanimously and without discussion supported the proposal of Governor Gleb Nikitin to amend federal legislation to ban abortions in private medical institutions.
The draft amendments will be sent to the State Duma of the Russian Federation. If adopted, only state clinics will have the right to perform abortions.
Also, the regional parliament in the first reading adopted a new regional law on the prevention of induced abortion. The law introduces the concept of “inducement to abortion” and administrative penalties for it.
According to the new rules, an abortion will be possible only after the pregnant woman is shown the fetal heartbeat on an ultrasound. In addition, she will need to undergo consultations with a psychologist and, possibly, a lawyer, a priest and a social worker. Doctors will be required to inform pregnant women about the consequences of abortion.
Russian officials began to actively speak out about the need to increase the birth rate and limit abortions six months ago. This fall, at a separate round table in the State Duma, proposals to tighten the practice of abortion were discussed. Deputies proposed to maintain written consent for the husband’s abortion, and in the case of a minor’s pregnancy, the consent of her parent. It was also proposed to limit the period for abortion from 12 to 8 weeks.
