Nine charitable foundations asked not to impose a ban on foreign ventilators

Nine major charitable foundations opposed the introduction of a ban on the purchase of foreign-made ventilators. To introduce such a restriction for state and municipal needs was previously proposed by the Ministry of Industry and Trade in a draft resolution. NGOs note the lack of an established mass production in Russia and draw attention to the refusal of manufacturers to provide ventilators for testing.
The letter to the Ministry of Industry and Trade was signed by representatives of such organizations as “Live Now”, “Vera”, “Korablik” and “Advita”. In the ministry Vedomosti acknowledged receipt of the letter.
Among other things, charitable organizations believe that the ban will deprive citizens with palliative status and disabilities of support in the form of a ventilator from the state. It will also not be possible to service already purchased equipment. “In fact, the proposed ban will deprive Russian citizens already receiving home care of the opportunity to continue receiving medical products necessary to maintain life, doom them to death or forced hospitalization, and therefore to separation from loved ones,” the letter says.
The Ministry of Industry and Trade reported that the draft resolution passed the necessary public discussions and received ten comments. The final version of the document will be “formulated taking into account the feedback received from citizens and organizations.” The agency intends to hold a meeting of equipment manufacturers and representatives of the medical community and foundations. The Ministry of Industry and Trade noted that the restriction on the purchase of ventilators can be extended only to those types of devices that are produced in the Russian Federation, and only to government purchases. The ban does not apply to private clinics and private purchases, including the purchase of devices by charitable foundations.
The main manufacturers of mechanical ventilation in Russia are JSC KRET “Rostec” and LLC “Triton-Electronics”. The total capacity of all developers is 36 thousand devices per year. The Ministry of Industry and Trade estimates the average annual need for equipment for state and municipal needs at 1.7 thousand tons.
