"New people" proposed to speed up the issuance of a passport for an additional fee

Deputy Speaker of the State Duma, deputy from the New People party Vladislav Davankov suggested that Russian Prime Minister Mikhail Mishustin give citizens the opportunity to obtain a passport for a shorter period for an additional fee. According to Mr. Davankov, such a request is related to the complaints of Moscow residents about the slow issuance of state documents, including foreign passports. The document itself notes that the paid issuance of passports “will allow to cancel or reduce the state fee” for paperwork, as well as to eradicate the activities of corrupt officials who illegally issue passports in a short time.

The initiative was presented by Anton Tkachev, First Deputy Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, from the New People faction. “Unfortunately, our term at the local registration reaches one month, and at the place of residence it reaches three months, and on the Internet scammers or offices that deceive people say that they can be paid, this period can be reduced, for two – three days to receive. And, unfortunately, people suffer because of this, and it turns out that this money is stolen from them, ”said Mr. Tkachev (quoted from “Duma TV”).

He added that with a successful outcome of the experiment in Moscow, it would be possible to extend this practice to the entire country, and subsequently also to obtain all state documents in Russia.

According to Art. 10 of the Federal Law “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation”, if an application for a foreign passport is submitted at the place of stay, the period for processing the document should not exceed three months from the date of submission.

June 13, 2023 Vladimir Putin signed a law on restrictions on travel abroad for certain categories of citizens. The law clarifies the rules on the recognition of Russian passports as invalid, and also provides for the withdrawal of foreign passports from conscripts.
