“New people” proposed to deport migrants for harassment of women

Deputy Speaker of the State Duma Vladislav Davankov, a member of the New People faction, sent a draft law for the government’s conclusion, which provides for the forced expulsion of foreign migrants for insulting harassment of citizens of the Russian Federation. According to Davankov, complaints of harassment by migrants are received regularly, and in the summer their number increases significantly.
“In some areas, people are afraid to go out – both children and adults. In Russia, such behavior is unacceptable. Those who dissolve their hands and do not observe the norms of decency must be deported on the same day, on the very first flight, ”he said.
The bill proposes to supplement Art. 20.1 of the Code of Administrative Offenses of the Russian Federation (petty hooliganism) by the provision on a fine of 4000-5000 rubles. and deportation for offensive harassment of others by foreign citizens and stateless persons.
According to the vice-speaker, this measure is long overdue, and the recent case of a migrant who hit a girl in shorts in the suburbs was “a sad confirmation.”
The incident that the deputy is referring to took place on the morning of August 23 in the courtyard of a house on Beloborodova Street in the workers’ settlement of Nakhabino. According to investigators, after a man (according to RIA Novosti, a native of one of the countries of Central Asia) saw a girl in “open sportswear” (a T-shirt and shorts), he hit her in the face with his fist, before saying that women it is unacceptable to appear in public places in open clothes.
The Main Directorate of the Investigative Committee (IC) for the Moscow Region opened a criminal case against the man under paragraph “a” of Part 2 of Art. 282 of the Criminal Code of the Russian Federation (inciting hatred or enmity, as well as the humiliation of human dignity, with the use of violence). The maximum penalty under the article is imprisonment for up to six years.
