“New people” propose to cancel the fine for forgotten driver’s licenses and OSAGO

“New People” sent a bill to the government to abolish administrative liability for drivers who have forgotten their driver’s license and OSAGO policy. The first deputy head of the faction, Vice Speaker of the State Duma Vladislav Davankov spoke about the developed initiative.
According to him, he is being approached en masse by motorists who are being fined for driving their driving licenses forgotten at home. Mr. Davankov considers this “a rather absurd situation”, since the traffic police officer can “check the driver’s license in a minute online”.
“It is not clear why people are forced to carry a pile of documents with them if we are striving for digitalization. The New People faction is submitting a bill to the government for conclusion, which will abolish fines for drivers who have forgotten their driver’s license or CMTPL policy at home. We are for a smart digital state without absurd fines,” he said (quoted by TASS).
According to Art. 12.3 of the Code of Administrative Offenses, driving a vehicle by a driver who does not have documents for the right to drive it and an OSAGO policy entails a warning or a fine in the amount of 500 rubles.
Back in November 2022, in the update of the application “Gosuslugi.Avto” became available electronic driver’s license. A digital copy can be downloaded from there to provide to the inspector. Also in the application, it is possible to issue a European protocol online, pay and appeal fines, register a car, replace a driver’s license, and check a car service.
