“New People” are again trying to abolish fines for likes on social networks

Deputies from the New People faction again returned to the issue of abolishing fines for likes on social networks. Parliamentarians rewrote the bill, which had previously not satisfied the Government of the Russian Federation, and sent it for reconsideration.

As Vedomosti clarifies, deputies propose to amend Article 20.3.1 of the Code of Administrative Offences, which regulates issues related to inciting hatred, enmity and humiliation of human dignity.

The key change is the introduction of a note according to which expressions of emotion through likes and reactions to publications on social networks will not be considered as actions aimed at inciting hatred or hostility.

The explanatory note to the draft law notes that the initiative was developed “in order to humanize justice and clarify judicial practice in cases involving guilty decisions for reactions to publications on social networks.”
