This year, Russian citizens have access to new social support measures prepared by legislators before January 1. After the start of the special operation in Ukraine and the emergence of economic risks, the authorities stepped up work on the introduction of new benefits and benefits.

Support measures for families with children

In 2022, Russia has several benefits for families with children. For example, there are monthly allowances for children from three to seven years old. There is also a right to the so-called Putin’s payments – additional benefits for families whose total income is less than two living wages. The amounts of such benefits depend on the subsistence level per capita in the region.

From April 1, 2022, a monthly payment was introduced for children from 8 to 17 years old to low-income families. To receive this benefit, you must collect a package of documents and confirm the fact of need. The amount of the allowance is from 50% to 100% of the regional children’s subsistence minimum in the region. On average in Russia, this is from 6 thousand to 12 thousand rubles.

To receive this allowance, you need to apply on the portal of public services. In this case, the family must meet a number of criteria:

– the average per capita income per family member does not reach the regional level;

– when calculating benefits, family property is taken into account: you can’t own large apartments, several cars at once, summer cottages and have large amounts on your accounts – detailed criteria are on the “State Services”;

– parents must work officially or stand at the labor exchange, have a disability or other good reason not to work.

In 2022, a monthly allowance for single-parent families also appeared in Russia. It applies to children between the ages of 8 and 17. According to the federal law of May 26, 2021 No. 151-FZ, the following have the right to it:

– the guardian of a child for whom alimony is paid by a court decision;

– the only parent, if the second parent of the child has died, has been declared missing or declared dead;

– the only parent indicated in the child’s birth certificate, provided that it does not contain information about the second parent or the information is entered at the request of the child’s mother.

Conditions for receiving this benefit:

– the size of the average family income should not be higher than the subsistence minimum per person in the region at the place of residence (stay) or actual residence of the person who submitted the application;

– the family has several children aged 8 to 17 years. In such a situation, the allowance will be paid for each child with one parent or each child for whom support is paid.

Payments for parents of foster children have also increased. When adopting a child over seven years old, a child with a disability or siblings, a lump sum payment is also due. Until February 1, 2022, the amount of the benefit was 144,307 rubles, after the adoption of new rules, the figure was increased to 152,677 rubles. If there are several children, then each child receives the payment.

Before assigning a benefit, representatives of social services carry out a comprehensive assessment aimed at confirming the fact of need, in which the income and property of the family are analyzed. In addition, the zero income rule is used. It assumes that the allowance is granted if adult family members have a source of income (stipend, income from work or business or pensions) or no income, but this is due to objective reasons.

Innovations in supporting pregnant women

In 2022, the minimum maternity benefit increased because it is tied to the minimum wage, which also increased. In 2022, the amount is 63,932 rubles. The maximum amount has also changed, it is tied to the amount of insurance premiums. In 2022, this is 360,164 rubles. The allowance is prescribed 70 days before and 70 days after the birth, they pay the average salary, but no more and no less than the limits.

Until July 1, 2021, low-income pregnant women could receive a one-time registration payment for up to 12 weeks. In 2022, the payment was replaced by a monthly allowance, which a pregnant woman can receive until the birth of a child or until the termination of pregnancy.

The amount of the payment is 50% of the subsistence level of the able-bodied population in the region. Only those who registered with a medical organization in the early stages of pregnancy, from 6 to 12 weeks, can receive a payment. Another condition is that the average per capita income of a woman’s family should not exceed the subsistence level per capita in the region.

Also, from February 1, 2022, the one-time allowance for the birth of a child has increased. Last year it was possible to receive 18,886 rubles, this year it is 19,981 rubles. The amount is paid regardless of the financial situation. If several children are born, you can receive an allowance for each.

The allowance for the pregnant wife of a draftee has also increased – for a period of at least 180 days. It is paid as a one-time payment, and does not depend on the financial situation and the availability of other benefits. From February 1, 2022, the amount is 31,642 rubles. (up to 29,908 rubles). After the birth of a child, the mother or guardian may receive a monthly allowance. From February 1, it is 13,561 rubles. The money will be paid until the child’s third birthday or until the end of their military service, whichever comes first.

Maternity capital and benefits to parents of newborns

As for the maternity capital, the increase in the amount affected not only the support, the right to which appeared in 2022, but also unused amounts. For the first child, the capital increased by 40,646 rubles. and now amounts to 524,527 rubles. If the family used the first capital and had a second child, the additional payment will be 168,616 rubles. If they did not receive money, then at the birth of a second child, the capital will be 693,144 rubles.

The mother of a child up to one and a half years old, the father or one of the next of kin can receive an allowance for caring for a child up to one and a half years old. It is paid monthly. Size – 40% of the average earnings, but not less than the limit of 7493 rubles. Since February 1, the limit has increased by 5.8%, before they paid 7082 rubles.

Updated list of payments from the FIU

The list of payments managed by the Pension Fund of Russia has expanded. Until 2022, some of these benefits were issued by social protection authorities and Rostrud. In accordance with the new rules, benefits are now paid through the FIU:

– citizens with children who do not have a permanent place of work;

– citizens exposed to radiation;

– rehabilitated persons;

– persons with disabilities, including minors, who have vehicles for medical reasons;

– military personnel and members of their families receiving pensions in the form of cash payments.

If a citizen has already received payments, then he does not need to visit the FIU to process them: their assignment will occur automatically. If a citizen has the right to receive benefits, but he has not yet begun to receive them, then from January 1, 2022, it is necessary to make a visit to the PFR client service at the place of residence and declare his right.

Prohibition on claims from sick leave employees

For the payment of benefits for temporary disability, for pregnancy and childbirth in 2022, a sick leave is also needed. However, now the employee may not inform the employer that he has appeared. Since 2022, sick leave has become electronic, and information about them is received by the employer from the Social Insurance Fund (FSS). In this case, the employee can receive an extract from the EIIS “Sotsstrakh” with an electronic sick leave number, but he is not obliged to provide this number to the employer.

In order for the employer to receive data from the FSS, an electronic document flow must be established between them. Since January 1, 2022, connection to the fund has become mandatory.

Since 2022, a rule has also come into force, according to which the FSS will conduct desk and on-site inspections to identify and hold employers accountable for the inaccuracy or incompleteness of the information necessary for the appointment and payment of benefits. If the employer is caught providing false data, the fund may cancel the decision to provide benefits. If the money has already been transferred, the employer will have to reimburse the FSS for these expenses from its own funds.

In addition, new fines for employers appeared in 2022. For example, if the employer does not provide the FSS with documents, you will have to pay 200 rubles. for each document. For false data, of which the FSS paid the allowance, you will have to pay 20% of the amount of excess FSS expenses, but not more than 5 thousand rubles. and not less than 1 thousand rubles. The transfer of documents for the assignment of benefits later than the deadline will cost the employer 5 thousand rubles.

Benefits and payments without application

Under the new rules, certain payments can be received without filing an application. These changes affected primarily temporary disability benefits; benefits for pregnancy and childbirth; a one-time allowance in the event of the birth of a child; child care allowance provided on a regular basis until a certain age is reached. Also, there is no need to fill out and submit an application for those citizens who are entitled to receive social supplements for pensions.

It should be borne in mind that from mid-summer 2021, all state payments and benefits will be credited to Mir cards. Recipients must contact a banking organization and get such a card.

“One of the priorities of the Federation Council during the autumn session was the development of social legislation. Social support of citizens required special attention of the state authorities in the face of new challenges. For these purposes, more than 80 laws of a social orientation were approved during the reporting period.

First, a coherent system of support for families with children has been built. The list of social payments has been expanded in such a way that families are provided with targeted benefits from pregnancy and the birth of a child to the end of school. As a result, more than 10 million families receive state assistance.

Another important topic for the senators was the organization of children’s recreation and health improvement. Based on a comprehensive analysis of the infrastructure in this area carried out by the Federation Council, a number of problems have been identified that require prompt solutions from us, including the development of new bills. One of them is the initiative to ban the re-profiling of children’s recreation facilities and change the intended purpose of the land plots on which they are located. The bill has already passed the first reading in the State Duma, we expect its adoption during the autumn session.

But the main work on the preservation and development of the system of children’s recreation and health improvement was carried out jointly by the Ministry of Education and the Ministry of Construction. We have prepared a draft federal program aimed at restoring and building children’s recreation and health facilities in the constituent entities of the Russian Federation until 2030. We hope that this program will start operating in 2023.”
