Narusova did not support the denunciation of the convention on criminal liability for corruption

Senator Lyudmila Narusova was the only one who voted against the approval of Russia’s denunciation of the Council of Europe’s convention on criminal liability for corruption. This follows from the voting results on the website of the Federation Council (.pdf)

Voting took place the day before, on February 22, 157 people took part in it. Of these, 156 were in favor of denouncing the convention. 21 senators did not take part in the voting.

The Council of Europe adopted the Civil and Criminal Law Conventions on Corruption in 1999. Russia ratified only the second document. The possibility of joining the first convention has been discussed in the country since 2011, but this issue was no longer raised after 2014.

In January, Russian President Vladimir Putin introduced to the State Duma a bill on the denunciation by Russia of the convention on criminal liability for corruption. This decision was the result of Russia’s withdrawal from the Council of Europe.

The exit process began in March 2022. One of the consequences of this decision was the termination of the full membership of the Russian Federation in the Group of States against Corruption, which monitors the implementation of the convention. In the Kremlin assuredthat the denunciation of the convention will not affect the fight against corruption within the country.
