Narusova did not support the denunciation of the CE convention on corruption

Senator Lyudmila Narusova voted against the law on the denunciation by the Russian Federation of the Council of Europe (CE) convention on criminal liability for corruption. How should from the results of the February 22 vote, she was the only member of the Federation Council who did not support the denunciation.

156 senators voted in favor, one against, there were no members of the upper house of parliament who abstained, and 21 senators did not take part in the vote.

February 15 State Duma denounced the Convention on Criminal Liability for Corruption, signed by the Russian Federation in 1999 and ratified in 2006. President Vladimir Putin submitted a bill to denounce the convention to the State Duma in January. The explanatory note noted that earlier the Committee of the Council of Europe had terminated the full participation of the Russian Federation in the Group of States against Corruption (GRECO) as part of its resolution on the legal and financial consequences of the termination of Russia’s membership in the Council of Europe. This organization monitors the implementation of the convention signed by the parties.

In accordance with the decision of the Council of Europe, the RF is deprived of the right to participate in the discussion or adoption of reports, as well as the right to vote, however, GRECO retains the right to monitor the compliance of the RF with the obligations enshrined in the convention. Such conditions are unacceptable for Russia, the document said.

Earlier, Ernest Valeev, deputy chairman of the State Duma Committee on Security and Anti-Corruption, told Vedomosti that the denunciation of the convention would not affect the fight against it within the country, since all cases of illicit enrichment are now fully “covered” by criminal law.

Federation Council February 22 approved the law on the termination of international treaties of the Council of Europe in Russia. The document, adopted by the State Duma on February 16, enshrines the legal aspect of the decision to terminate Russia’s membership in the Council of Europe of March 16, 2022 and implies withdrawal from 21 international treaties of the Council of Europe.

We are talking, in particular, about the termination of the Charter of the Council of Europe of May 5, 1949, the Convention for the Protection of Human Rights and Fundamental Freedoms of November 4, 1950, the European Convention for the Suppression of Terrorism of January 27, 1977, the Charter local government of October 15, 1985 and the Social Charter of May 3, 1996.
