Named the economic effect of high technology in the fight against crime

Statistics say: the damage from crime in Russia in 2021 amounted to 834.5 billion rubles, adding 62.7% over the year. Every fifth crime takes place on the street

Considerable funds from the budget are annually spent on solving crimes. In the context of the economic crisis, the issue of saving public money is relevant. Author “20 ideas for the development of Russia” Dmitry Davydov proposed to improve crime detection with the help of artificial intelligence. The methods successfully tested in a number of countries will save the budget up to 218 billion rubles annually. The overall effect of the proposals exceeds 2 trillion rubles.

Artificial intelligence against crime

Moscow uses cameras for security: 70% of crimes in the capital are solved using video surveillance. There are 13.5 million video cameras installed in Russia. In terms of the number of cameras, our country ranks third in the world after China and the United States. But the main drawback – the lack of an option to react to a crime instantly – remains.

In Japan, Vaak has developed a system that catches shoplifters at the scene of the crime. The American ZeroEyes is able to recognize a person with a weapon through cameras. And the Israeli firm Cortica analyzes suspicious behavior by identifying facial expressions of potential terrorists.

In Russia, a similar technology was tested in a school near Moscow. There, with the help of video cameras using artificial intelligence, the behavior of schoolchildren is checked. The system evaluates the emotions of the children and identifies dangerous situations, such as running up stairs or a conflict between classmates. Notifications about such cases were sent to teachers.

Dmitry Davydov suggested creating software in Russia for analyzing people’s behavior through video cameras. The complex proposed by the author of “20 Ideas” will notify law enforcement officers in real time about offenses, suspicious behavior of citizens, or the discovery of people with weapons. The system will also indicate the location of the suspect. The technology will help to effectively deal with hooliganism, theft, robbery and robbery.

“I find this offer very interesting. Video surveillance and artificial intelligence will help save the lives and health of our citizens. Despite their usefulness in ensuring law and order and solving crimes, most of the existing solutions have a major drawback – the inability to respond to an offense immediately, at the time of its commission, ”said Gennady Nefedovsky, candidate of legal sciences.

Prevention of upcoming crimes with the help of cameras

Significant damage is caused by crimes in cities and urban-type settlements. More than half of them are theft of property. According to statistics, in 2021, 2 million crimes were registered in Russia. In addition to fighting people who have already committed crimes, it is equally important to prevent upcoming offenses. And here, as the experience of other countries shows, artificial intelligence is also doing a good job.

In 2017, China’s Cloud Walk began work on a people-tracking system to assess the likelihood of crimes. The program analyzes suspicious actions of citizens. For example, a person who buys a kitchen knife and then a hammer and a sack earns a Suspicion rating, which is forwarded to law enforcement. China uses the program in more than 50 localities.

Similar crime prediction programs are used by the authorities in Los Angeles and Milan. There has been a steady decrease in robberies and an increase in the number of cases solved with the help of preventive measures.

Based on the successful experience of foreign countries, Dmitry Davydov proposed to develop a crime prevention system in Russia. A test period of such software is proposed to be introduced in areas with a high crime rate. The program will make it possible to realize the full potential of video cameras installed in our country and help reduce the level of crime, and most importantly, reduce damage.

“Existing security programs in the city have a drawback – the inability to respond to an offense in advance. The government is simply obliged to support this high-tech project. Now our manufacturers have every chance to reach out to the authorities and convince them of the benefits of this idea,” lawyer Gennady Nefedovsky concluded.

Beneficial humanization of prisons

Another suggestion from the author “20 ideas for the development of Russia” – to reduce the number of relapses by changing the system of execution of punishment. It is proposed to take into service the successful experience of Norway, where the improvement of correctional institutions has led to a decrease in the recidivism of criminals by 3 times since the 80s.

In the country, the main purpose of imprisonment is not punishment, but the rehabilitation of the convict. Instead of complete isolation, people have access to education and socialization. Prison guards behave with prisoners in a friendly manner and act as role models. An important mission of the prison in Norway is the humanization and return of the prisoner to life in society by creating conditions close to life in freedom. For example, in Halden prison, prisoners in their cells even have a toilet, shower, refrigerator and TV, as well as access to the kitchen and common areas.

“The proposed prison reform, following the example of Norway, will reduce recidivism in Russia by 2-2.5 times,” Dmitry Davydov believes.

Effect of 218 billion per year on the budget

According to the forecasts of the author of the project, the introduction of the above technologies to prevent crime will reduce its level in public places by 40%. In general, thanks to ideas, the number of crimes will be reduced by 30%. This will lead to a reduction in state budget expenditures related to law enforcement.

In 2021, 1.09 trillion rubles of funds from the federal budget were spent in this direction. Among them, 139 billion for the work of the prosecutor’s office and investigation, 706 billion for the work of the internal affairs bodies and 245 billion for the penitentiary system.

The implementation of proposals for the introduction of new technologies for preventing crime and reducing recidivism, taking into account the funds needed for their implementation, will be able to reduce the current costs of government agencies. According to Dmitry Davydov, it will be possible to achieve a reduction in costs by 20%, or 218 billion rubles a year. In order to increase the chances of implementing the measures proposed by the author of the project, the full substantive support of the authorities is important.
