In Japan, Vaak has developed a system that catches shoplifters at the scene of the crime. The American ZeroEyes is able to recognize a person with a weapon through cameras. And the Israeli firm Cortica analyzes suspicious behavior by identifying facial expressions of potential terrorists.

In Russia, a similar technology was tested in a school near Moscow. There, with the help of video cameras using artificial intelligence, the behavior of schoolchildren is checked. The system evaluates the emotions of the children and identifies dangerous situations, such as running up stairs or a conflict between classmates. Notifications about such cases were sent to teachers.

Dmitry Davydov suggested creating software in Russia for analyzing people’s behavior through video cameras. The complex proposed by the author of “20 Ideas” will notify law enforcement officers in real time about offenses, suspicious behavior of citizens, or the discovery of people with weapons. The system will also indicate the location of the suspect. The technology will help to effectively deal with hooliganism, theft, robbery and robbery.

Despite their usefulness in ensuring law and order and solving crimes, most of the existing solutions have a major drawback – the inability to respond to an offense immediately, at the time of its commission, ”said Gennady Nefedovsky, candidate of legal sciences.

Prevention of upcoming crimes with the help of cameras

Significant damage is caused by crimes in cities and urban-type settlements. More than half of them are theft of property. And here, as the experience of other countries shows, artificial intelligence is also doing a good job.

Based on the successful experience of foreign countries, Dmitry Davydov proposed to develop a crime prevention system in Russia. A test period of such software is proposed to be introduced in areas with a high crime rate. It is proposed to take into service the successful experience of Norway, where the improvement of correctional institutions has led to a decrease in the recidivism of criminals by 3 times since the 80s.

“The proposed prison reform, following the example of Norway, will reduce recidivism in Russia by 2-2.5 times,” Dmitry Davydov believes.

Effect of 218 billion per year on the budget

According to the forecasts of the author of the project, the introduction of the above technologies to prevent crime will reduce its level in public places by 40%. In general, thanks to ideas, the number of crimes will be reduced by 30%. This will lead to a reduction in state budget expenditures related to law enforcement.

In 2021, 1.09 trillion rubles of funds from the federal budget were spent in this direction. Among them, 139 billion for the work of the prosecutor’s office and investigation, 706 billion for the work of the internal affairs bodies and 245 billion for the penitentiary system.

The implementation of proposals for the introduction of new technologies for preventing crime and reducing recidivism, taking into account the funds needed for their implementation, will be able to reduce the current costs of government agencies. According to Dmitry Davydov, it will be possible to achieve a reduction in costs by 20%, or 218 billion rubles a year. In order to increase the chances of implementing the measures proposed by the author of the project, the full substantive support of the authorities is important.
