Named premises that can become bomb shelters

A new state standard defining the requirements for buried rooms that can be used as bomb shelters was developed by the Federal Agency for Technical Regulation and Metrology. GOST does not apply to special structures for civil defense: the requirements for them are determined by the standard issued back in 2015.

In accordance with the new standard, buried spaces that can be used as protective structures or adapted for such use are divided into 4 types. The first is the basements of residential buildings, the ceiling of which is below ground level. The second is garages, warehouses and other premises located in the basements. The third is the basements of non-residential buildings. Finally, the fourth is transport structures of urban infrastructure. These are metro stations and tunnels, automobile and tram tunnels, underground passages, as well as mine workings.

One of the main requirements is that the premises must be protected from flooding. Therefore, if it does not have waterproofing, its floor must be at least 20 centimeters above the groundwater level. In addition, water pipes that may be destroyed should not be dangerously close to where people are expected to be located. The same rule applies to gas pipes, as well as warehouses of potentially explosive substances, for example, fuels and lubricants.

In addition, requirements have been established to ensure free entry and exit to premises. There must be at least two passages, they must be placed at opposite ends of the shelter and cannot be littered, and there should not be many trees near them.

The standard also establishes what the thickness of the walls and ceilings of a potential bomb shelter should be. The most important thing is that the destruction of the building located above the buried room should not damage the shelter. Another requirement is that people must be able to shelter indoors for at least 12 hours.
