Ministry of Finance: the behavior of Russian citizens has changed after the introduction of funded pensions
Edition RBC reports that the Ministry of Finance of the Russian Federation assessed the impact of the introduction of funded pensions on the behavior of Russians in the matter of additional pension income. The department pointed out that the model of behavior of Russian citizens has changed, and they began to rely on themselves, and not on the state.
According to the Ministry of Finance, since the creation of the funded component, it has been possible to change the “paternalistic behavior” of Russians to an understanding of the need for independent generation of additional income for a future pension. The department emphasized that against the backdrop of a difficult economic situation at the time of the creation and development of the accumulative pension insurance system, the profitability of non-state pension funds (NPF) was insufficient.
At the same time, the ministry added that the risk-based supervision introduced by the Central Bank of the Russian Federation, amendments to the regulation of the activities of NPFs and the creation of a system for guaranteeing funds formed by Russians will allow them to reliably provide additional income to the country’s citizens.
