Most of the regions (including Moscow) raise the price of maintenance for a passenger car to 913 rubles. January 11 Amendments to the Code of Administrative Offenses will come into force, allowing regions use automatic cameras to issue fines for dumping garbage in places not provided for this. The regulation is part of a larger environmental control bill that came into effect in part in 2022. No region has yet announced plans to use such cameras in practice.

March 1 comes into force new edition of traffic rules. Motorists are banned from stopping at safety islands. The rules related to the actions of signs and markings prohibiting parking and stopping are being clarified. New types of road signs are being introduced. Full legalization of electronic STS and driver’s licenses in the form of QR codes in the application “Gosuslugi.avto” is expected. Drivers of cars with yellow and orange beacons will be able to deviate from some traffic rules when performing work on the reconstruction and overhaul of the road.

What will be discussed
The State Duma will pass a bill complicating rules for allowing citizens to drive vehicles. It will not be possible to open category D (buses) in the rights without having a year’s experience in driving a passenger car or truck. Foreigners will be obligated to change their national certificates for Russian ones within a year after receiving Russian citizenship or a residence permit. The relevant amendments to law on road safety adopted on first reading in 2022, a second is now expected. The current version has an effective date of March 1, 2023, but it may still change.
The State Duma will also accept draft law on electronic driver’s medical certificates. It will no longer be necessary to present them to the traffic police; when a citizen applies, the department itself will request information from the Ministry of Health. If certain diseases are detected (for example, with visual impairment) at a medical examination or in a hospital, you will need to undergo an extraordinary health check. If the disease is confirmed, the Ministry of Health will cancel the previously issued medical certificate, and the traffic police will cancel the rights. Bill, introducing such a procedure, was adopted on first reading in 2022, a second is now expected. The current version has an effective date of March 1, 2023, but this is still subject to change.
The Ministry of Internal Affairs and the Ministry of Health will have to come up with a mechanism for identifying and punishing drug abuse drivers (not included in the list of psychotropic) to obtain the effect of intoxication. In November 2022, the Constitutional Court temporarily banned courts to deprive such drivers of their rights, obliging the State Duma to adopt clarifying amendments to the Code of Administrative Offenses. MIA them already developed, but it is not yet clear from them which drugs and in what concentration cannot be used. It is only known that doctors will decide on the state of intoxication based on tests and the clinical picture. On the eve of the new year, the amendments were discussed on regulation.gov.ru.
In 2023, most likely, a new GOST, which regulates the rules for the use of traffic cameras. Among the innovations are more detailed requirements for photo and video materials for various types of offenses (this is important for appealing fines). A rule is introduced according to which all cameras will also be synchronized with signs of variable information and digital displays, the restrictions on which change depending on the weather.

What roads will open
By the end of 2023, Avtodor plans to launch traffic on all sections of the M-12 Vostok highway from Moscow to Kazan. The tariff will be about 3 thousand rubles. for cars. Already in September, said Deputy Prime Minister Marat Khusnullin, it will be possible to travel along the M-12 along the Moscow Ring Road to Arzamas. At the end of 2022, three M-12 sections were opened in the Moscow region and the Vladimir region.
Simultaneously with Avtodor, the Moscow authorities are completing the construction of the eastern part of the Moscow Central Diameter, by the end of 2023 it will be connected to the M-12 in the Nekrasovka area. The southern section of the diameter (the former southeastern chord) will also be completed.
Approximately in June, Avtodor plans to launch traffic along the bypasses of Aksai, Rostov-on-Don and Krasnodar as part of the M-4 Don highway. This will make it possible to get from Moscow to Krasnodar without traffic lights.
