Moskalkova received 18.6 thousand requests related to the military operation in 2022

The Commissioner for Human Rights of the Russian Federation, Tatyana Moskalkova, received 79,420 appeals in 2022. More than 23% of them are connected with the military operation in Ukraine (almost 18.6 thousand), reported Vedomosti with reference to the report that the Ombudsman plans to present on May 17 to the deputies of the State Duma. The document notes that during the year it was possible to release and return to the Russian Federation 168 civilians (truck drivers, sailors, employees of enterprises), as well as 577 Russian military from captivity.
4,277 appeals concern “assistance to citizens of the LNR, DNR and Ukraine”, 10,817 – protection of the rights of the military from the combat zone, 3,493 – mobilized. The protection of human rights has become one of the chapters in the report. It concerns those evacuated from the war zone, the military and their families, human rights activities within the framework of partial mobilization, and the rights of Russians abroad.
The ombudsman’s office, as stated in the report, assisted 6533 evacuees in resolving legal and social issues. 32 criminal cases were initiated “on the fact of ill-treatment and torture of Russian servicemen who were captured in Ukraine.” Revised decisions on conscription within the framework of partial mobilization of 134 citizens. Among them are students, pensioners, caring for sick relatives.
The Commissioner has formed 46 proposals and recommendations. In particular, it is proposed to establish additional payments to the monetary allowance of the military, who are in captivity or missing. Among other recommendations, for example, the creation of an interdepartmental working group to develop a mechanism for voting citizens in a pre-trial detention center.
As Kommersant reported earlier, Russia is preparing for a report to the UN on “progress in protecting human rights.” The Ministry of Justice should form a working group on behalf of the president.
