Human Rights Commissioner Tatyana Moskalkova proposed writing off the debts of participants in the military operation in Ukraine, which are now frozen. They noted that upon their return, the military would have to pay them, and the ombudsman called this unfair. She also believes that this “could also create social tension.”
“I propose to apply to write off them (participants in the military operation.— “Ъ”) debts that are now frozen for the duration of their participation in a special military operation,” Ms. Moskalkova said at the All-Russian Coordination Council of Commissioners for Human Rights (quoted by TASS).
In December 2022, President Vladimir Putin signed a law requiring bailiffs suspend debt collection from combatants. This does not affect alimony, as well as obligations to compensate for damages in connection with the death of the breadwinner. According to the Federal Bailiff Service, in the first half of the year they suspended the collection of debts from 125 thousand proceedings amounting to 14.5 billion rubles. Over the entire previous year, more than 300 thousand enforcement proceedings worth 27 billion rubles were suspended. In the State Duma talkedthat the banks’ losses from writing off the debts of the dead mobilized will amount to 1-2% of the profit.
