Arguing her point of view, Tatyana Moskalkova said that in 2022 she received 4,592 appeals from victims or who consider themselves victims of crimes. Most of the complaints concerned the refusal to initiate a criminal case (1864 appeals). According to Ms. Moskalkova, only at her request in 2022, 348 decisions to refuse to initiate criminal proceedings were canceled.
