Moskalkova proposed allowing those whose ballots were spoiled to re-vote

Human Rights Commissioner Tatyana Moskalkova believes that the damage to ballots needs to be reconsidered from a legislative point of view. In her opinion, holders of spoiled ballots should be given a chance to re-vote – from her point of view, the right to vote cannot simply be revoked. According to her, “a broad discussion” on this issue is already underway.

Ms. Moskalkova believes that such measures are necessary against the backdrop of damage to ballots during the elections, as well as in connection with the “unprecedented opposition” to Russians abroad who want to exercise their voting rights. “Therefore, today it seems to me very important to look at the damage to ballots from the point of view of the legislative process so that these points are taken into account. Maybe people will be given the right, if they wish, to re-vote,” Ms. Moskalkova said during the session “Public control and monitoring of voting” at the Central Election Commission.

They tried to spoil ballots by filling the ballot box with brilliant green, iodine and other coloring substances in several regions at once: in Moscow, Belgorod, Kaliningrad, Sverdlovsk regions, as well as in North Ossetia. Criminal cases were opened against those detained for massive damage to ballots under the article on obstruction of the exercise of electoral rights (Article 141 of the Criminal Code of the Russian Federation). A ballot is also considered spoiled if it has two or more ticks.
