Moskalkova checks information about the beating of the arsonist of the Koran by Kadyrov’s son

Commissioner for Human Rights Tatyana Moskalkova received an appeal from 19-year-old Nikita Zhuravel, who was arrested for burning the Koran. He stated that he was beaten by the son of the head of Chechnya, Ramazan Kadyrov, Adam. Ms. Moskalkova instructed the regional ombudsman Mansur Soltaev to look into the situation. He assured that in Chechnya “no one can be subjected to torture and beating”, and the incident will be checked.

“I turned to my colleague, Commissioner for Human Rights in the Chechen Republic, Mansur Soltaev, with a request, within the framework of his authority, to conduct an inspection on this case. I especially asked to pay attention to the medical examination of the beatings and the testimonies of witnesses,” Ms. Moskalkova wrote in Telegram.

Mansur Soltaev told reporters that he had already talked to the arrested person. The young man told him that he had been beaten after a personal meeting with Ramzan Kadyrov, his son. “Allegedly beat on the hands, on the legs. And directly in communication, he conveyed his appeal, a statement addressed to the Commissioner for Human Rights of the Russian Federation Moskalkova, ”the Chechen Ombudsman added (quote from Grozny Inform). He noted that the internal affairs bodies of the republic will deal with this issue.

Mr. Sotlaev also conveyed a statement by Nikita Zhuravel, in which he clarifies that during a meeting with the head of Chechnya, he “apologised for having committed a crime against Muslims” and “sincerely repented of the crime.” The arrested man asked “to figure out why he was beaten, because it is human nature to err.”

According to investigators, the Koran near the Cathedral Mosque in Volgograd burned no later than May 19. On this day, a video of the incident appeared on the Internet, which depicts a certain person (only his hand is visible). The ICR opened a case under Part 2 of Art. 148 of the Criminal Code of the Russian Federation (insulting the feelings of believers). During the interrogation, Nikita Zhuravel stated that he carried out the action “on the instructions of the Ukrainian special services for a reward of 10 thousand rubles.” Court arrested him for two months, and the case was transferred to Chechnya.
