Tatyana Moskalkova told RIA Novosti that on February 29 she contacted the Verkhovna Rada of Ukraine Commissioner for Human Rights Dmitry Lubinets about this issue. She believes that body fragments could be handed over in the near future. “For his part, Lubinets said that they are ready to accept. Our expert procedures have been completed,” she said.

On March 1, a representative of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Andrei Yusov, reported that Ukraine had repeatedly turned to Russia regarding the “transfer of bodies of allegedly dead” Ukrainian prisoners of war. Then he said that negotiations on this issue were still underway. On the same day, Tatyana Moskalkova reported that Russia was ready to transfer the bodies to the Ukrainian side. On January 24, the military transport Il-76 crashed in the Belgorod region. The Russian Ministry of Defense claims that there were 65 Ukrainian prisoners of war, six crew members and three Russian escorts on board the plane. All passengers on the plane died. According to the Russian military department, the plane was shot down by the Ukrainian military using an anti-aircraft missile system, which was located in the Kharkov region. The Ukrainian side neither confirmed nor denied the strike on the plane.

Ukrainian intelligence confirmed preparations for an exchange of prisoners of war on January 24. The department also stated that Russia did not inform the Ukrainian side about “the need to ensure the security of airspace in the area of the city of Belgorod during a certain period of time, as has been done repeatedly in the past.”
