Mishustin, using the example of a gazelle and a lion, explained how public administration works
Mikhail Mishustin, as part of the marathon of the Knowledge Society, spoke in the form of a parable about the principles of governance that are accepted in the government.
“Every morning in Africa, a gazelle wakes up. She must run faster than a lion, otherwise she will die. A lion wakes up every morning in Africa. He must run faster than a gazelle, otherwise he will die of hunger. It doesn’t matter who you are – a gazelle or a lion, when the sun rises, you need to run,” the prime minister said. “That’s how it is in public administration. We must run,” he added, noting that it is unacceptable to do nothing and wait.
According to Mishustin, in order to “achieve a significant result, one must put in two or even three times more effort than usual.”
He also spoke about a new model of public administration based on the analysis of reliable data and a project approach. This allows for more efficient distribution and use of resources, as well as prompt response to all changes, Mishustin said.
