On March 26, Vladimir Putin signed a law recognizing participants in the military operation in Ukraine as veterans. Later, the president extended the law to doctors, civilian personnel of the army and border guards. In November, Mr. Putin also appropriated status of veterans to volunteers. Since the beginning of the military operation, more than 40 volunteer units have already been created throughout Russia.
