An employee of one of the major telecom operators told Vedomosti that the Ministry of Digital Transformation sent a letter to the government proposing to revise sanitary standards (SanPiNs) regarding restrictions on the placement of cellular communication base stations. The document dealt with “excluding universities from the SanPiNs of Rospotrebnadzor”, which directly prohibit the placement of cellular equipment on the territory of all educational institutions, he claims. An interlocutor close to another TV operator from the Big Four also heard about the preparation of such a letter.
The problem with the ban on installing and keeping towers on the territory of educational institutions arose at the end of 2021, when Rospotrebnadzor began to massively conduct inspections and require telecom operators to dismantle towers from the territories of educational institutions based on the SanPiN norm, which has been in force since 2010. In June, this issue was discussed at the level of the government and the Ministry of Digital Development, Vedomosti wrote.
