Mintsifra: if there is a right to defer, the user will not receive a subpoena at the State Services

The head of the Ministry of Digital Transformation, Maksut Shadayev, said that a citizen liable for military service would not receive a summons at the State Services if his right to a delay was confirmed. If the agenda still comes, it can be appealed on the website, the minister said. According to him, such appeals will be considered expedited – within five days.

“The user should not receive a summons if his right to a delay is confirmed. His data will be excluded at the stage of forming the mailing list. But if suddenly the summons does come, it will be possible to appeal against it at the State Services and confirm your right to a delay by attaching the necessary documents,” Mr. Shadayev wrote in the profile Telegram channel MIT.

He added that the appeal will be considered not by the military commissar, but by the regional draft commission, which is headed by the head of the subject. Citizens will also have the opportunity to protect their rights in court. “By the way, if a summons arrived, but a citizen could not appear at the military registration and enlistment office for a good reason (for example, he fell ill), it will be possible to report this at the State Services,” the head of the Ministry of Digital Development noted.

On April 11, the State Duma approved the law on a unified register of persons liable for military service, which legalizes electronic summonses. It is assumed that from the date of receipt of the summons (both in electronic and paper form), a ban on leaving Russia is introduced. Failure to appear without a valid reason after 20 days from the date of receipt of the summons entails a number of restrictive measures, including a ban on real estate transactions. Mintsifry clarifiedthat it will not be possible to launch the registry in full until autumn.
