Mintsifra denied reports about the beginning of mailing subpoenas through “Gosuslugi”

The reports that appeared in the media about plans in some regions to start sending out electronic summonses through the public services portal do not correspond to reality, reported Ministry of Digital Development of the Russian Federation in its Telegram channel.

“The Ministry of Digital Development does not confirm the information that has appeared in the media about plans in some regions to send out electronic summonses through the State Services,” the report says.

The ministry stressed that now Russians who meet the criteria for conscription for military service can be handed the summons either personally at the place of registration / temporary registration, as well as at the place of work or study, or by registered mail with a notification sent by Russian Post “.

“Only such options for serving the summons currently have legal force,” they added.

To send electronic summonses through the State Services, it is necessary to adopt a separate regulatory act, the Ministry of Digital Development noted.

Earlier today, the military commissar of St. Petersburg, Sergei Kachkovsky, announced the start of sending electronic subpoenas through the State Services “in test mode”, transmitted Interfax. According to him, they will necessarily be duplicated on paper.

On April 17, Moscow’s military commissar Maxim Loktev also informedthat the distribution of subpoenas through the “State Services” in test mode will begin during the spring call. According to him, it can be launched only after the government adopts a relevant decree. April 19, head of the State Duma Committee on Defense Andrey Kartapolov declaredthat electronic subpoenas sent to the spring call will not be legally binding.

April 14 Russian President Vladimir Putin signed law on electronic subpoenas for persons liable for military service. The adopted amendments provide for the digitalization of the military registration system and make changes to the norms for serving subpoenas – now subpoenas for those liable for military service will be sent in writing and duplicated in electronic form at the State Services. An electronic summons is considered received from the moment it is posted in the personal account on the portal.
