Ministry of Energy: “grey” fuel exports amounted to millions of tons since the beginning of the year

The volume of “gray” fuel exports from Russia since the beginning of 2023 amounted to several million tons. They plan to limit it in the near future, reported RIA Novosti with reference to the Minister of Energy of the Russian Federation Nikolai Shulginov.
“Of course, we need to limit “gray” exports. A corresponding document will appear soon. Now the details are being worked out so that this step is most effective,” Shulginov explained.
According to the minister, those who buy gasoline at a price for the domestic market, taking into account the damper, are trying to earn extra money on “gray” exports, and sell it for export at a higher price. The ministry’s priority is to create a list of authorized exporters of fuel manufacturers and suppliers to the domestic market.
September 6, Deputy Head of the Ministry of Energy Pavel Sorokin stated, that the department has submitted to the presidential administration and the government a bill banning the “gray” export of petroleum products. Only oil refineries (ORs) will receive the right to supply abroad. The ministry believes that the bill will also support domestic prices.
In August 2023, payments to refineries from the budget under the damping mechanism amounted to 185.9 billion rubles. The amount was a record since the beginning of the year.
