Six members of the Council under the President of the Russian Federation for the development of civil society and human rights wrote an appeal to the Prosecutor General of Russia with a demand to check videoin which a man who looks like businessman Yevgeny Prigozhin recruits prisoners to participate in a military operation in Ukraine as part of the Wagner PMC.

The person in the video stated that after six months of participation in the SVO, the prisoners would be pardoned. The statement says that release is possible only in connection with: a presidential pardon, amnesty (by decision of the State Duma) or early release (by court decision). Council members ask the Prosecutor General to explain “on what basis these persons are released from serving their sentences.”

The appeal is posted on website Human Rights Council of St. Petersburg. It was signed by Alexander Verkhovsky, Natalya Evdokimova, Igor Kalyapin, Eva Merkacheva, Vladimir Ryakhovsky and Nikolai Svanidze.

On September 14, a video appeared on Telegram channels in which a man resembling Yevgeny Prigozhin in one of the Mordovian colonies invites prisoners to take part in a military operation in Ukraine as attack aircraft in the Wagner PMC. In return, they are promised a pardon after six months of work. According to the person in the video, the prisoners who agreed “have no options to return to the zone.”

Yevgeny Prigozhin’s Concord company has not confirmed that the person in the video is Mr. Prigozhin. However, the company’s press service called the man in the video “monstrously similar” to a businessman and declaredthat he also “has a very well-delivered speech.”

In the summer, the media, citing sources, reported that the Wagner PMC was recruiting prisoners from Russian colonies to participate in a military operation in Ukraine.
