Deputy Chairman of the Security Council Dmitry Medvedev said that today the adoption of a new Constitution is not required. However, he admitted that under certain conditions, “spot changes” would be made to the Constitution.
“Yes, there may be a situation when social changes are so serious that it is necessary to adopt not even a new version of the Constitution, individual amendments, but a new Constitution. But now there are no such conditions and, I hope, there will not be,” Mr. Medvedev said at meeting with schoolchildren and students (quote from “Interfax”).
According to Dmitry Medvedev, amendments to the Constitution are usually required after a revolution. “But we don’t need revolutions; we, as they say, have exhausted our limit in the 20th century with revolutions,” said Mr. Medvedev. He added that “there will definitely be targeted changes to the Constitution.”
On December 12, Russia celebrates Constitution Day. In the summer of 2020, a vote was held on amendments to the Constitution, as a result of which 77.92% of Russians supported the changes. As part of the amendments that came into force on July 4, 2020, the terms of the president who already held this post were reset. The Basic Law also enshrined a new procedure for appointing the government, the immunity of ex-presidents and the possibility of lifelong tenure as a senator.
