Graduates of medical universities who did not work for three years as district therapists under the agreement on targeted training, on the recommendation of the Ministry of Health, were denied admission to residency just before the start of the academic year. The students insist that such a decision was unlawful: they planned to terminate contracts with hospitals, pay a fine and eventually compensate for the costs of their education. The graduates emphasize that no other sanctions are stipulated in the agreement on targeted education. The Ministry of Health reminds that regional hospitals paid for the education of future doctors, as they hoped that they would replenish the staff of primary health care, and call on the targeted patients to take their obligations responsibly.
