The Russian government is discussing the issue of creating a federal district from the territories of the Donetsk and Lugansk People’s Republics (DPR and LPR) previously annexed to the Russian Federation, as well as the Kherson and Zaporozhye regions. This was announced by the speaker of the Federation Council Valentina Matvienko.

“I think the government and the president will decide how best to create a new federal district, or there may be other formats, until it is ready to answer, the government and I are participating in the discussion of the future structure of interaction between the federal center and new subjects,” Ms. Matviyenko told reporters during the summit of speakers of the parliaments of the G20 states in Jakarta (quote from Interfax).

According to Ms. Matvienko, the integration of the four new entities will not happen immediately, a transitional period is envisaged, and it is also necessary to restore the infrastructure destroyed in the regions.

September 30 Russian President Vladimir Putin signed agreements on the inclusion of the DPR and LPR, as well as the Zaporozhye and Kherson regions into Russia. Yesterday, October 5, Mr Putin approved ratification of treaties on the acceptance of new territories. Until January 1, 2026, four regions will have a transitional period.
