Matvienko presented Mizulina with an honorary badge of the Federation Council

Speaker of the Federation Council (FC) Valentina Matvienko thanked ex-senator Elena Mizulina for her legislative work and presented her with the honorary badge of the Federation Council “For services in the development of parliamentarism.” The meeting was broadcast on the VKontakte page of the upper chamber.

“She has her own core, she has her own vision, a position that she always defends in principle. And indeed Elena Borisovna has done a lot of good things in improving and modernizing legislation in the field of family, children and other areas,” said Matvienko.

She noted that Mizulina’s tenure in the Federation Council is “worthy of respect” and expressed confidence that the ex-senator will be in demand and she herself “will not be able to sit idle.” The honorary badge “For Merit in the Development of Parliamentarism” presented to Mizulina is the highest departmental distinction of the Northern Fleet.

Mizulina’s powers were terminated in September 2023. Instead, the governor of the Omsk region, Vitaly Khotsenko, delegated the former deputy head of the Sirius federal territory, Ivan Evstifeev, to the Federation Council. Khotsenko noted that Evstifeev is a “native Omsk resident,” and also a politician “worked for a long time for the benefit of the Omsk region.”

Elena Mizulina is 68 years old. She was appointed to the position of senator from the Omsk region in 2015. Before that, Mizulina was a deputy of the State Duma of the sixth convocation and chairman of the committee on family, women and children. She was awarded the honorary title “Honored Lawyer of the Russian Federation,” and the politician was also awarded a number of state awards, including the Order of Honor and the Order of Friendship.

The ex-senator was one of the authors of the bill adopted in 2013 banning the promotion of non-traditional sexual relationships among minors. That same year she suggested ban surrogacy. In 2015 she became a co-author bill on the ban on abortions in private clinics, in 2020 – amendments that prohibited the adoption of children by transgender people. Then the government did not support these initiatives.
