Matvienko considers it unnecessary to ban PMCs in Russia – Kommersant

The Federation Council is not developing a bill to ban private military companies (PMCs) in Russia. According to the speaker of the Federation Council Valentina Matviyenko, there is no need for such a law. However, if the document is developed in the State Duma, the senators will consider it.
“I believe that laws are not needed for individual campaigns, in particular, PMCs. I think not, we have many different volunteer detachments, Cossack detachments. They are great, they are patriots, they fight just like the mobilized, contract soldiers, and so on,” Ms. Matviyenko said at a press conference (quoted by TASS).
At the same time, Ms. Matvienko stressed that all formations must fight on the principle of unity of command, exclusively under the leadership of the Russian Ministry of Defense.
June 26 First Deputy Head of the International Committee of the Federation Council Vladimir Dzhabarov declared about the need to ban the work of PMCs inside Russia, allowing only the activities of volunteer organizations that have previously concluded contracts with the Ministry of Defense.
However, the head of the Federation Council committee on constitutional legislation Andrey Klishas said, which also does not see the need to prepare an additional bill defining the legal status of PMCs in the Russian Federation. According to him, for today, an order is sufficient, according to which volunteer formations must conclude a contract with the Ministry of Defense.
