Matvienko called to stop strangling municipalities with unaffordable fines

Supervisors must stop suffocating municipalities with huge fines and approach inspections wisely. This was stated by Federation Council Speaker Valentina Matvienko at parliamentary hearings on the budget. The broadcast was conducted on the VKontakte page of the upper chamber.

Governor of the Stavropol Territory Vladimir Vladimirov, during his speech at the meeting, said that the region and municipalities are under pressure from supervisory authorities. According to him, for 2024 the regional authorities must provide 27 billion rubles in order to satisfy all requirements. Vladimirov added that the region does not have that kind of money. He noted that in some municipalities the amount of fines imposed is five times higher than their budgets.

“As for the control and supervisory authorities, a moratorium has been imposed on their inspections. So they now, with double tenacity, began to check the municipal authorities, began to strangle them and again impose financial obligations, realizing that the time was not right and there was no money,” Matvienko responded to the governor’s speech.

As an example, she cited a fine of Rosprirodnadzor of 18 billion rubles, which the agency imposed on an enterprise in Tyva. “Well, does anyone have anything in their head other than rubbish?!” Well, how can this be? There the enterprise itself is not worth that much. So it stops [производство]closing, unemployment,” the Speaker of the Federation Council was indignant.

Matvienko noted that this is an eternal topic and called on the government to keep the situation under control.

In December 2022, the Speaker of the Federation Council will already paid attention to the need to combat the “test itch.” According to Matvienko, regulatory authorities have switched from business to schools, kindergartens and hospitals. She noted that the “army of inspectors” began to issue fines “with redoubled energy” and called on the supervisory authorities to “restrain their ardor.”
