Speaker of the Federation Council of the Russian Federation Valentina Matvienko arrived in Indonesia for a meeting of the “parliamentary G20” and during her speech made a statement about the negotiations between Russia and Ukraine. According to her, the dialogue could take place at the level of the parliaments of the two countries.

“Let’s sit down at the negotiating table today at the platform of the parliamentary G20,” Matviyenko said.

She urged “to try to understand each other” and “to find agreements.”

Russian President Vladimir Putin, during a speech in the Kremlin on the occasion of the signing of documents on the entry of the LDNR, Kherson and Zaporozhye regions into Russia, called on Ukraine to negotiate. “We call on the Kyiv regime to immediately cease fire <..> back to the negotiating table. We are ready for this, it has been said more than once,” Putin said at the time, accusing Ukraine of “unleashing a war back in 2014” and saying that Moscow “won’t discuss the results of the referendums” and “won’t betray people.”

On the same day, President of Ukraine Volodymyr Zelensky signed into effect the decision of the National Security and Defense Council on the impossibility of negotiations with the current President of the Russian Federation Vladimir Putin.

In mid-September, Putin said that by that time he had not decided on his participation in the G20 summit: “I’ll see if I’ve been to Bali <...> Let’s see how things go in our country.”
