LDPR proposes to allow neural networks for campaigning – Kommersant

A group of State Duma deputies from the LDPR on Wednesday introduced into the lower house bill, allowing the use of artificial intelligence (AI) in election campaigning. In Article 48 of the federal law “On Basic Guarantees of Electoral Rights,” which regulates the rules of campaigning, they propose to include a clause according to which “the restrictions and prohibitions established by this article do not apply to the use … of an image and (or) voice (synthesized speech) created by using artificial intelligence technologies.” At the same time, voters must “be sure to be informed about the use of this technology.” It is proposed to make a similar amendment to the law on elections of State Duma deputies.
The explanatory note to the bill notes that the adoption of the amendments will “significantly reduce the costs of parties during the election campaign.” As co-author of the project Yaroslav Nilov told Kommersant, the use of AI will significantly reduce the cost of campaigning, since there will be no need to pay fees to announcers and artists. “Taking into account the fact that Russia’s first political algorithm, Zhirinovsky, has already been created, it is obvious that such technologies will be used more and more. Let’s create a normal legal framework, uniform rules for everyone on how to use a synthetic voice, a synthetic image,” the deputy added.
Let us recall that the presentation of the Zhirinovsky neural network took place in June of this year on the sidelines of the St. Petersburg International Economic Forum. The virtual politician speaks in the voice of the late founder of the Liberal Democratic Party and answers questions based on an analysis of the archive of his speeches.
