LDPR is working on amendments to install license plates on scooters – Kommersant

Deputies from the LDPR party are developing amendments to regulate the use of scooters, including the introduction of license plates for them. This was told to RIA Novosti by State Duma deputy from the Liberal Democratic Party Vladimir Sipyagin.

“First of all, it is necessary to completely prohibit the movement on city roads without license plates of any means of individual transportation on autonomous traction, capable of moving faster than five kilometers per hour. These are scooters, unicycles, and other electric gadgets,” the deputy said. According to him, it is also necessary to ban the movement of electric scooters in the rain or in weather when the roads become slippery.

According to Vladimir Sipyagin, the deputies also want to accept the presumption of guilt of the driver of an electric scooter, bicycle and any other vehicle capable of reaching speeds of more than ten kilometers per hour in a collision with a pedestrian on a sidewalk or a pedestrian crossing. The deputy believes that these measures “will cover 90% of accidents involving personal vehicles.

In March, amendments to the traffic rules came into force, prohibiting electric scooter drivers from speeding over 25 km / h, as well as driving on highways. According to the statistics of the Ministry of Internal Affairs, in the first quarter of 2023, there were 495 accidents involving personal mobility aids. The increase compared to the same period in 2022 was 60%. Five people died as a result of these accidents.
