The court in Rostov-on-Don closed the high-profile case of the death of patients in the city’s covid hospital in October 2020. Against the backdrop of a scandal that broke out two years ago, the Minister of Health of the Rostov Region Tatyana Bykovskaya and the head of the health department of Rostov-on-Don Nadezhda Levitskaya left their posts. Yesterday, the negligence case against the former deputy chief physician of hospital No. 20, Anna Kolenova, was closed due to the statute of limitations.
On Tuesday, the Sovetsky District Court of Rostov-on-Don dismissed the criminal case against the former deputy chief physician of the city hospital No. 20 for technology and economic affairs, Anna Kolenova. The ex-employee of the hospital was accused of negligence, which resulted in a significant violation of the rights and legitimate interests of citizens (part 1 of article 293 of the Criminal Code of the Russian Federation). This was reported by the joint press service of the courts of the Rostov region.
As explained in the press service, the proceedings were terminated due to the expiration of the statute of limitations for bringing to criminal responsibility. According to the Telegram channel Don Mash, during the next meeting in the case, Anna Kolenova’s lawyers filed a corresponding petition.
Consideration of the case of the death of more than ten patients in the covid hospital at the city hospital No. 20 began at the end of September. According to the investigation, in October 2020, Ms. Kolenova, whose duties included the uninterrupted supply of medical oxygen to the medical institution, did not check the correctness of the application for its supply. Investigators believe that because of her negligent attitude on the night of October 12, the centralized oxygen supply was completely stopped in the hospital for 40 minutes. Patients with coronavirus were forced to breathe atmospheric air.
As previously reported, 83 people were recognized as victims in the case. However, the indictment does not indicate how many of them died. During the first trial, three male and one female victims testified that their fathers died shortly after the oxygen supply was cut off in the hospital; three women reported the death of their husbands. Also, two of the victims’ mothers died, and one man reported the death of his son.
In court, Anna Kolenova did not plead guilty, noting that she had repeatedly reported to the hospital management, as well as to the authorities of the region and the city that there might not be enough oxygen. So, the deputy chief physician said that, according to the technical documentation of the hospital, the daily requirement was 179 oxygen cylinders. However, in fact, by October 2020, the hospital used it several times more due to the increased number of hospitalizations. As demand for oxygen soared, it was harder for the hospital to find suppliers.
The incident in the covid monohospital at Hospital No. 20 in October 2020 caused a great public outcry. Then local media reported that 13 people died due to interruptions in oxygen in the hospital. Two weeks after the incident, a case was initiated under a more serious article – on causing death by negligence to two or more persons (part 3 of article 109 of the Criminal Code of the Russian Federation).
Against the backdrop of the scandal, the Minister of Health of the Rostov Region Tatyana Bykovskaya and the head of the health department of Rostov-on-Don Nadezhda Levitskaya left their posts. Already two months after the incident, the city authorities reported that the version that the patients died due to interruptions in oxygen was not confirmed. According to officials, the check showed that the causes of death included the age of patients, extensive lung damage and chronic diseases.
