Students of higher and secondary specialized educational institutions were asked to replace the mobilized employees of enterprises. The corresponding program was launched in the Kemerovo Region on the initiative of Governor Sergei Tsivilev. More than 30 applications have already been received from employers. Among those who are ready to hire students are the Siberian Coal Energy Company, Raspadskaya Coal Company, the AMK-Siberia real estate management agency, the Sib-Tranzit carrier, and the STG-Siberia construction company. The leading educational institutions of Kuzbass did not respond to Kommersant’s request to comment on the initiative.
The start of the “labor mobilization” of students in Kuzbass on October 19 was announced by website governments of the region. The program involves attracting students to jobs that have become vacant due to conscription as part of the partial mobilization of employees of Kuzbass enterprises. “Recommend to educational organizations of higher education, professional educational organizations: to send students who have successfully passed the intermediate certification for at least two years of study to practice in the organization of the Kemerovo region – Kuzbass; make changes to the curricula in order to organize the educational process in accordance with this order, ”says the disposal Governor Sergei Tsivilev, published on October 7.
Mr. Tsivilev, commenting on the start of the program, clarified that we are talking only about final-year students of universities and colleges: “Students, taking the places of mobilized fellow countrymen, will receive paid practice in their field and help Kuzbass enterprises maintain production rates.”
The Center for Advanced Professional Training (a division of the Kemerovo Siberian Polytechnic College) has been appointed as the operator of the program. The tasks of the CPPC include identifying the professions most in demand in the region, informing employers and employees about labor market projects, etc. According to the regional government, to date, 34 applications from enterprises have been received on the electronic platform developed by the PRPC. Among them are the Siberian Coal Energy Company (SUEK), Raspadskaya Coal Company, the AMK-Siberia real estate management agency, the Sib-Transit carrier, the STG-Siberia construction company, and others.
On October 13, a list of vacancies was already posted on the website of the COPP SUEK-Kuzbass of about 30 positions for “professionals as well as students of educational institutions.”
“The organization proposes to consider the employment of students who do not have a certificate, but have reached the age of majority, in superficial professions, as well as organize internships at enterprises to obtain basic mining professions,” the accompanying note says.
Sergei Aparin, director of the Stroydorexport road construction company (Kemerovo), noted that he sees no problem in filling mobilized vacancies when it comes to attracting students either to unskilled specialties or to qualified ones, but only to those in which the student has already completed the basic part of the preparation. Vyacheslav Bukhanov, President of NPO Vzryvnoye Delo LLC (Prokopyevsk), set two conditions for students: training in the specialty “underground mining engineer” and living in Prokopyevsk. “In any case, such an employee will have to be trained on the spot for at least another six months,” the head of the company added.
In the TsOPP itself, they could not promptly comment on the start and course of the program. Kommersant sent inquiries to the Kemerovo State and Kemerovo State Technical Universities. As Sergey Evmenov, secretary of the Council of Rectors of the Kemerovo Region Universities, told Kommersant that a regular meeting of the council will take place on October 20. The question of attracting students to mobilized jobs is not on his agenda.
According to the press service of HeadHunter Siberia, the demand for novice specialists and students in the district is growing above the market, the number of vacancies for them in January-September 2022 exceeds the same period in 2021 by 56%. However, at manufacturing enterprises, the demand for such workers is not too large, the press service noted: “They account for only 4% of all vacancies available to novice specialists, most often this is the work of auxiliary workers, laboratory assistants or apprentices of a master.”
The number of mobilized citizens in the regions is not disclosed. The authorities of the Kemerovo region reported that on October 19 another group of conscripts was sent from the region to the place of training.
The Ministry of Science and Higher Education of the Russian Federation, in response to a request from Kommersant, reported that “assessment of the appropriateness of decision-making by the executive authorities of Russian subjects is not within the competence” of the department. Nikolai Pustovoi, Vice President of the Russian Union of Rectors and Chairman of the Council of Rectors of the Siberian Federal District, said he was not familiar with the initiative of the Kuzbass authorities or similar programs in other regions. Note that earlier government Primorsky Krai reported that already about 60 college undergraduates went to work at agricultural enterprises instead of mobilized employees.
