Kremlin: new rules for receiving subpoenas are not related to mobilization

The discussed changes on the unified register of persons liable for military service and the receipt of subpoenas in electronic form are not related to mobilization. We are talking about military registration, said the press secretary of the President of the Russian Federation Dmitry Peskov.

The Kremlin representative believes that the prompt adoption of the bill will not cause panic and a new wave of emigration, since the initiative is not related to mobilization.

“It has nothing to do with mobilization. It has to do with military registration. And this needs to be understood, and this needs to be explained,” he stressed.

Peskov noted that, according to the Constitution, citizens of the Russian Federation are faced with military registration “at least once in their lives.” According to him, the system must keep pace with the times. He also stressed that there is no second wave of mobilization in Russia.

April 11 State Duma will consider amendments on the digitalization of military records in the second and third readings. If adopted, the Federation Council could approve the law as early as April 12. Earlier today, Andrey Kartapolov, Chairman of the Duma Defense Committee declaredthat the new rules for obtaining subpoenas will affect all those liable for military service. He emphasizedthat there are no plans to conduct a second wave of mobilization in the Russian Federation.

According to bill, now the agenda can be received not only in paper form in person and through the employer, but with the help of registered letters, at the MFC and in electronic form in the personal account at the State Services. The electronic summons is considered received from the moment it is posted in the personal account on the State Services, Kartapolov explained. The document also states that from the moment of receipt of the summons and until the appearance in the military registration and enlistment office, the citizen will be prohibited from leaving Russia.
