Krasheninnikov denied reports about the adoption of the law on local self-government by 2024

The State Duma will not adopt the bill “On the General Principles of Local Self-Government (LSG) in a Unified System of Public Authority” until the end of 2023. Deputies will probably make a decision only next fall. The head of the Duma Committee on State Construction, Pavel Krasheninnikov, told Vedomosti about this.
“We will continue to work until the spring session of 2024, and in the fall of 2024 we will make a decision,” Krasheninnikov said. According to him, now the regions themselves, within the framework of their powers, are reorganizing local self-government, moving away from the two-tier system of local self-government. Another trend is that a number of provisions from the draft law are adopted in the form of amendments to the current law on the general principles of local self-government, he adds.
Previously Vedomosti wrotethat the authorities decided to postpone consideration of the bill until the post-election period, that is, after March 2024.
In 2020, amendments to the Constitution of the Russian Federation established the concept of a “unified system of public authority,” which is a combination of government bodies and local self-government bodies. In December 2021, a law was adopted on the general principles of organizing public power in the constituent entities of Russia. After this, on December 16, 2021, Krasheninnikov, together with his colleague from the Federation Council Andrei Klishas, introduced a draft of a new law on local self-government. It was assumed that he would complete the reform laid down in the amendments to the Constitution.
If the bill were approved, the settlement level of local self-government would be liquidated. Moreover, by 2028, rural and urban settlements would be merged with districts into municipal or urban districts.
The bill was promptly approved in the first reading on January 25, 2022. But then the initiative “stalled” in numerous amendments. According to Vedomosti, more than 900 of them were received.
