Kommersant learned about the request of the fuel and energy complex to postpone the transition to Russian software

The Commission of the State Energy Council proposed to postpone the transition to Russian software at critical infrastructure facilities of the fuel and energy complex (FEC). About it informed “Kommersant”.

The proposal to shift the terms of import substitution was made by the Ministry of Energy, follows from the protocol cited by the newspaper. The department noted that this is necessary due to the inability to replace all the necessary components on time – to switch to domestic software, decommissioning of primary equipment is needed, and this may threaten the appearance of an energy shortage.

The ministry also stressed that fuel and energy facilities still use a “rather high” share of foreign software.

March 30, 2022 Russian President Vladimir Putin signed a decree prohibiting the use of foreign software (software) at critical information infrastructure (CII) facilities from January 1, 2025, i.e. government agencies and government customers will need to switch to domestically developed software.

In the spring of 2021, a representative of the Ministry of Digital Development informed “Vedomosti” that as part of the second package of measures to support the IT industry, the ministry plans to introduce a requirement for the need to coordinate with the department the acquisition of foreign software by government agencies and state-owned companies.

As explained in the ministry, when making a purchase, any state customer is obliged, first of all, to look for the software products he needs in the register of Russian software. If the government customer did not find the required software in the registry, then the buyers reported “the impossibility of complying with the ban on the admission of software originating from foreign countries.”
