“Kommersant”: IT-specialists who returned to Russia wanted to give a reservation from the army

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Mintsifry), together with specialized associations, began to develop a package of measures for the return of IT specialists who left the country, writes “Kommersant”.

According to the publication, incentive measures (guaranteed reservation from conscription and payment for a flight to the Russian Federation) and punitive measures (increase in personal income tax) are being discussed for specialists who have returned to Russia.

In particular, for specialists who have returned to the country, it is proposed to partially pay for “reverse relocation”, for those who remain to work abroad and those who remain tax residents, they will increase income tax from 13 to 30%, shared the details in the article.

The publication also mentioned a ban on remote work for IT people who left the country as a punitive measure. The head of one of the Russian IT companies, Valentin Makarov, believes that the increase in taxes will have a negative impact on the situation with IT specialists, since they will start leaving en masse. At the same time, the interlocutor of the publication in the Cabinet informed that there is no final package of measures for this category of Russians yet, but they will be adopted soon.

According to IT-market participants, in December the Ministry of Digital Development began holding meetings with representatives of companies on the topic of the return of departed IT specialists to the Russian Federation. The ministry confirmed that they are working to support the IT sector in the country. They pointed out that the department opposes the idea of ​​a ban on work in a remote format from abroad and the introduction of increased taxes.
