The Russian authorities plan to return fines for exceeding the average speed canceled two years ago by the decision of the traffic police, reports kommersant.ru.
The amendments, prepared by the Ministry of Transport, suggest that the cameras will record the amount of time for which the car crosses a particular section of the road, and compare it with the time that would be required if the speed limit was observed. This can apply to both the maximum and minimum speed (on the motorway it is 40 kilometers per hour).
If the camera simultaneously captures a violation of instantaneous and average speed, the driver will be fined for only one of these violations, Anton Kozlov, deputy director of the Department of State Policy in the Field of Roads of the Ministry of Transport, said.
