Chairman of the Federation Council Committee on Constitutional Legislation Andrey Klishas opposed the imprisonment in a cage in the courtroom of the former correspondent of “Kommersant” and “Izvestia”, the author of the channel “Adskiye Babki” Alexandra Bayazitova. He noted that her guilt has not been proven, and the charge is not related to acts of violence. At the same time, Mr. Klishas did not comment on her imprisonment in a pre-trial detention center in the case of extorting money from the management of Promsvyazbank.
“A person cannot be kept in a cage in a courtroom, especially since at the moment his guilt has not been proven. The charge is not related to terrorism or acts of violence. The Federation Council consistently upholds this position. V. I. Matvienko repeatedly expressed her point of view on this issue, ”he wrote in Telegram in a commentary on the news about Alexander Bayazitova.
The senator noted that a bill on this issue has already been submitted to the State Duma. He urged deputies to support the senators’ initiative and ban “this vicious practice.”

A bill to ban cages and “aquariums” in courts was submitted to the State Duma in 2018, but then it was criticized by the government. The document was supported by the speaker of the Federation Council Valentina Matviyenko. Senators believe that judges can decide for themselves whether to put a person in a cage or not, but this, in turn, is opposed by the Supreme Court.
