Klishas called for tougher penalties for violating the rules for scooters

The head of the Federation Council Committee on Constitutional Legislation and State Building, Andrei Klishas, expressed the opinion that it is necessary to seriously tighten the responsibility for violating the rules regarding the use of scooters. He expressed doubt that the introduced amendments to the traffic rules, which came into force on March 1, will be able to change the situation for the better, even if they are observed.
Earlier, the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, proposed to ban the use of electric scooters in Russia, by analogy with France, where their use is completely prohibited from September 1. Nilov believes that the ban can be introduced if the rules for such means of individual mobility are ignored.
Andrei Klishas wrote in his Telegram channel: “I doubt very much that these rules will somehow change the situation for the better, even if they are respected.”
At the same time, he noted that “it is very correct that colleagues in the Duma drew attention to this problem.” Klishas stressed that it “requires a solution, and without a serious tightening of responsibility … we can not do it.”
On March 1, amendments to the traffic rules came into force, which provided electric scooters, electric skateboards, hoverboards, segways, unicycles and other similar devices with the status of individual mobility devices. They can travel at speeds of up to 25 km/h on sidewalks, cycle paths and footpaths.
However, due to the increasing number of tragic accidents involving electric scooters, lawmakers and experts believe that the amendments made are not enough. There are various proposals to regulate this issue. For example, Klishas previously told TASS that electric scooters should be limited, allowing their use only in parks and private villages.
The deputy chairman of the Federation Council committee on economic policy, Valery Vasiliev, proposed to issue electric scooters and other means of individual mobility with state license plates similar to automobile ones.
