The chairman of the State Duma committee on information policy, Alexander Khinshtein (United Russia), said that the Ministry of Justice had given a positive review of his bill on introducing liability for LGBT propaganda. Mr Khinshtein denies that the government did not support his initiative.

Telegram channel Base reported that the government refused to support the bill on administrative responsibility for propaganda of LGBT people and pedophilia. According to the channel, the authorities liked “the concept itself”, but the government drew attention to the lack of statistics “indicating the growth of relevant violations.” The authorities also did not like the idea of ​​increasing fines for LGBT propaganda because of the fear that fellow citizens would not be able to pay them “taking into account the current socio-economic situation of sanctions.” In addition, the government noted that the adoption of this draft law will create an additional burden on officials and judges.

Mr Khinshtein this information named “fake” and published a draft positive review prepared by the Ministry of Justice. The document says that the bill “is supported by the government, subject to its finalization.” The Ministry of Justice wrote that “the concept raises no objections,” but it is necessary, in particular, “to distinguish between the elements of administrative offenses.” “This review has been sent to the government. Individuals can receive a fine of up to 200 thousand rubles, and legal entities – up to 4 million rubles.
